Franklin played in 22 games with 14 starts during his two seasons at Cal as a 2016 junior and 2017 senior, compiling career totals of 60 tackles, 2.0 tackles for loss (-3 yards), 1.0 sack (-1 yard) and nine pass breakups. He made a huge impact in his first season at Cal as a junior after transferring from Mesa Community College by starting all 12 games and contributing career highs of 46 tackles, 2.0 tackles for loss (-3 yards), 1.0 sack (-1 yard) and a team-high seven pass breakups. Franklin was ranked as high as the No. 12 junior college cornerback in the country in the 2016 recruiting class according to ESPN after earning first-team All-Western States Football League and second-team All-Arizona Community College Athletic Conference honors as a 2015 sophomore at Mesa Community College.
