Howard saw his first action at Cal by playing in three games off the bench in 2016 but did not record any statistics other than participation. Howard redshirted his first season at Cal as a 2015 true freshman due to an injury suffered during his 2014 senior prep season that was cut short in the second game of the campaign. Howard showed promise as a prep during both his 2012 sophomore and 2013 junior seasons, earning first-team All-Marmonte League honors in his junior campaign. He played both defensive end and tight end as a prep. He worked exclusively on the defensive side of the ball during his first two seasons at Cal, first at a defensive end spot before moving to outside linebacker but has since been switched to tight end.

• Listed as a Player to Watch in the Marmonte League by the Los Angeles Daily News prior to his 2014 senior season but suffered a season-ending knee injury in the second contest of the campaign that limited him to 10 tackles and 1.0 tackle for loss on defense, while adding six catches for 39 yards receiving and one touchdown on offense
• Totaled 32 tackles and 9.0 tackles for loss during his three varsity campaigns, while adding 15 receptions for 210 yards receiving and three touchdown catches
• Earned first-team All-Marmonte League honors as a junior, contributing 15 tackles, 3.0 tackles for loss and 1.0 sack (-7 yards) on defense as well as five catches for 62 yards receiving and one touchdown on offense for a team that finished 8-3 overall, won the Marmonte West League title with a 4-0 conference mark and reached the first round of the Pac-5 Division playoffs before ending up ranked No. 13 in California at the end of the season according to MaxPreps
• Contributed seven tackles, 5.0 tackles for loss and 1.0 sack (-8 yards) on defense as well as four catches for 109 yards receiving and one touchdown reception on offense in seven games played for a team that finished 8-3 overall, won the Marmonte West League title with a 4-0 conference mark and reached the first round of the Pac-5 Division playoffs
• Had a career-long 83-yard reception against Calabasas High School in a 47-21 win during his sophomore season
• Wore No. 82 in football
• Team captain and member of the Oaks Christian Pride, a group of players selected to lead the team on campus as well as on the football field
